The surface modified layer consists of an oxide of at least one element selected from the group consisting of titanium, cobalt, nickel, strontium, lanthanum and its compound added mainly with a compound made of manganese oxide on the surface of manganese oxide powder consisting of manganese dioxide or a complex oxide of manganese and lithium.
