In one preferred embodiment the anchor has two sections and is disposed between a floor mat and a floor covering. The first section has upwardly extending projections for engaging the bottom of the floor mat and downwardly extending projections for engaging the carpet area of the floor covering. The second section has at least one smooth major surface and is made from a material having a high coefficient of friction. The smooth major surface abuttingly engages the noncarpet area of the floor covering.
