The emulsion has silicone fluids and, in some cases, other film formers such as wax, resin, and/or non-drying oils, a suitable hydrocarbon solvent, water, and is characterized by an emulsifier system having from about 0.05 to 3% (by weight of the entire composition, excluding any propellant) of a cationic emulsifier which (1) is soluble in the hydrocarbon solvent, (2) is insoluble but dispersible in water, and (3) has an HLB value of less than about 10, and from 0 to about 5% of a nonionic emulsifier at least in an amount sufficient to stabilize the emulsion. | |
