Means are provided, in the form of complemental construction on the frame and washer, preventing the locking washer from falling out of the frame at least in one direction. One strap end can be secured to one transverse portion of the frame, while another strap end can be directed through the opening in the frame, around one side of the locking washer, and back through the same opening.
