This prepolymer is then reacted for chain-lengthening with an aliphatic monomeric diol (A) containing a tertiary nitrogen atom convertible into an ammonium compound or an aliphatic monomeric diol (B) containing a tertiary nitrogen atom already converted into an ammonium compound.
